The following is the index with links to the various Training and Fast Letters plus a few miscellaneous. These letters are not necessarily in the original formatting. I have tried to present them in an easy-to-read form instead of some forms as originally presented. What is the best claim reference material these days? I have not filed a claim in a few years. I have an old vet benefits manual. What has changed in the last five years?

Hello, I was hoping someone could help me find the law, regulation or official policy and guidance regarding retroactive backpay. Specifically I'm looking for the official written rules regarding the calculation of back pay using the various rates of each year. Basically I want the rules that say why they don't pay your backpay at the going rate and use the rates from all the years they didn't pay.

I put in a FOIA request for my C-file back in March 2015. I expected to get a box or large envelope of documents. Instead this is what I received Friday. The CD is PDF and searchable, which I like. However, I am still missing service records from Desert Storm so maybe VA doesn't have them. Can anyone tell me another route to get them?
