Have you applied for special adaptive housing or equipment? If so, could have been established wrong. All fall under a 290 EP ( end product). This might be the reason. Not sure? Or could be a severance pay issue and again established under 290 EP.

A new claim after your first is established as an 020 but their are many 020's. new/increase/reopened. Person creating it at the RO might just be lazy and create an 020 for new when it was an 020 for reopened. All fall under 020 but not what claim really is. Just like 290. Special adaptive housing or special adaptive equipment fall under 290. So does severance pay issue, military pay in liue, drill pay instead of comp and on and on. Don't freak out yet. there is a block on the back of the VA FM 21-526ez which asks if you want retirement pay in lieu of va compensation. I stay clear of that block each and every time I complete a claim for a veteran.
