Chapter 31 to Chapter 33 BAH

Hi,

I have been using Chapter 31 since 2011. Just now I found out that I may choose to get Chapter 33 BAH instead of Chapter 31 subsistence.

Can I switch now if I want?

Can I get the Chapter 33 BAH retroactive since 2011?

You are obviously an E-5 with dependents if s9omeone suggested this to you.
