E-BENEFITS AB3 COMMISARY LETTER

A commissary letter link showed up on my e-benefits yesterday. I am only 60% waiting for a NOD. My AB8 letter still shows a 60%.

Is this normal. or maybe a sign of a 100% rating?

I clicked on the commissary letter link but I only get this:

I get the same thing and I am at 60%.  It appears that it's just a generic placeholder and unless you have the commissary privileges, then the full letter doesn't show up.

Yeah I'm a 90% on appeal and was actually going to write a similar subject matter. But I knew it was too good to be true. Mine displays the same message also. Its either the VA is trying to tease us or their website is designed by idiots or both..
