Any Vet with an SC, 10%+, is eligible for VA Vocational Rehabilitation and Independent living programs. 100% or IU  is not necessary.

As to you SA question about a total Disability rating. Your 80% SC, so if your on Cpap, your 50% SA, right. Can't say I'm familiar with any IU claims using a 50% SA as an IU cause. SA symptoms generally improve with treatment, would be just about impossible to use as an IU claim.

If you had the SA 100% rating, you wouldn't be asking the question.

Chapter 35 and the IL "Independent Living Program," have great benefits and services, all SC Vets should check them out.

Sleep Apnea is a 50% disability but if you claimed anything else which put you above 60% you can be paid at 60% and be rated at 100% and receive total and complete.  As for the chapter 35 paperwork that isn't for you chapter 35 is for your spouse and children.  chapter 35 pays about $1000 a month for a living stipend but the student would have to pay for classes and fees out of pocket unless like Washington State their is a waver if both parent and child/spouse live in the same state.  In the case of Washington State they would only have to pay the fees.  Also the child can use the chapter 35 benefits once they graduate high school until their 26th birthday.  The spouse has 10 years once you receive the letter to use the benefit.
