HELLO ALL,

I'M NEW HERE AND NEED SOME ADVICE. SHOULD I FILE A NOD?

No.   Never file a NOD strictly on what ebenefits says, since its most likely wrong.  You have to wait for the decision, and then file a nod, refuting their "reasons and bases" for decision as much as possible.  

You simply need to wait for the decision.  

Its highly likely ebenefits says this because your decision is not complete, but we dont know that based on what you already posted.
