I am sure that means the VSO is going to prepare a 646.

Maybe someone can weigh in on this,  on the dbq that my hubbys dr filled out.  They ask if he is able to work.  The dr checked no .  Will they pick that up and automatically give him p and t.  Should we contact the Vso before it goes before the board and have him to push that.?

P & T is never automatic unless the veteran is 100% or TDIU and the medical evidence reveals there is no chance of sustained improvement.

Appeals need to be certified before a docket# is issued 

unless other wise authorized
