Need advice on a secondary claim

Question

I have a 10% disability for high blood pressure which goes back to 1995.  In 2009, I had a pacemaker put in for supraventricular tachycardia and bradycardia.  I went to the VA guy in my town and asked if it were possible to file a claim on the pacemaker and the arrhythmias.  He said I would need to ask my heart doctor "is the pacemaker secondary to high blood pressure?".  Well, my doctors won't stick their necks out for me because I told them it was for the VA back in 2009.  Any Ideas on what I can do?  I even gave my VA rep some internet print outs on arrhythmia causes and it lists high blood pressure as one of them... but he said it wasn't enough. 

Also, I was in the delayed entry program prior to going to basic training.  The examiners said I could not go in right away and on line 58 they put down tachycardia.  So, I wore a heart monitor and everything checked out fine.  Then I went to basic training did my time. I gave the VA rep all that paperwork today and now I have to get my heart doctor to say something....i know he won't...So am i screwed?
