Can you claim things after elective PRK(photorefractive keratectomy) surgery?

Question

I was active duty from 2001-2008. In 2004 I had PRK surgery to correct my vision at Keesler AFB. Initially after the surgery I had to use eye drops during the healing process. Years later while active duty and now I still get serious dry eyes. Even still on active duty had issues with dry eyes as well as blepharitis. I see this conditions can be rated. My question is since the PRK surgery was elective, am I able to get service connection on those condition. Or would it be more likely denied because the surgery was elective.

Yes, you can claim anything.  Best is is you have 2 things:

Current diagnosis

Nexus,or link between your in service surgury.  If you read the regulations, there is nothing about "elective" surgury that I know about.  

Surgury is elective..you dont have to do it.  In fact the surgeon wont do it unless you consent, that is, elect to have the surgery.

Solid answer Broncovet. It took man many thousands of years to develop the anatomical system they have with many interconnected veins and flow of body fluids. How can surgery correct that? I can now start replenishing my eyes: I'll take my glasses off and let them naturally exercise themselves, with good statistical evidence.

Eyes are tough because well over 99% of Optometrists are idiots (esp. VA Optometrists.)  If the VA Optometrists led the Vet to that conclusion, he may have a case - ?
