Apparently the old way of submitting P and T was just submitting a new claim with a written statement requesting it. That won't work so you can use ebenefits but to do it you have to submit in as evidence a copy of the 21-526EZ section that lists the disabilities and write in seeking p and t refer to a 21-4138.I submitted a 21-4138 statement to support just in case asking for P and T and explained why. She talked to the case worker handling my FDC claim this is what he said to do. This took me 5 months to figure out she apologized since she was the person who told me the first denial that submitting a statement as evidence was good enough, but that has changed I'm passing the word. I'm not mad at the fact she was wrong she's helped me numerous of times if this helps you all then she's helped more then just me....
