Department Review Officer, the one reviewing your file. But I file the best results happen when you hand carry your documentation/evidence in and get it date stamped by the VARO- VA Regional Office, this way if your paper work makes it to the shredding been you have documentation you had turned it in. Also you want to file in you NOD for a DRO hearing or if possible get a lawyer to handle it as well. The Hearing will allow you to sit down and go over the evidence you turned in and present your case. The regular DRO review often parrot the same decision but there is a possibility the could wrong the right with strong evidence.
