IF your "award letter" (notification of award of claim) states that you are "permanently and totally" disabled, with "no future exams scheduled" (especially if it states the deal about no future exams scheduled), then you are qualified for several different things, one of them being the ability to shop at your local commissary.

What you do is:

You send an IRIS request to your local VA Regional Office (IRIS is the easiest way, whereby you contact them via the internet. Go to the official VA website and check where it says "contact".) In this request you ask them to send you the required letter from the VARO to allow you to receive your MWR card (Morale, Welfare and Recreation card). When you receive this letter, then you take it to your local military installation (to the Main Gate, whereby you will be directed to the Visitor's Shack, where they will process you, your wife/kids, if you have same, because your wife/kids are also qualified to receive MWR cards for all on-base activities of the Morale, Welfare, Recreation-type, such as swimming, sports, movies, etc.).

While at the Visitor's Shack, make sure and take your vehicle title and insurance papers and they will issue you your vehicle "pass" (stickers to put on you windshield to allow your vehicle to enter the base, otherwise you'll have your MWR card(s) and no way to use them unless you are of the "infantry"-type and prefer to hump it wherever you want to go.
