The Term "as Likely As Not"

Question

does the va have to add to the term "as likely as not" ... wording such as "it is more...", "less likely than not" ... or other wording or do they say simply "as likely as not" when deciding a service connection claim?

i have so many different explanations. i am asking here for anyone's opinion.

my husband was active at camp pendleton, ca and was severely stabbed while on duty. he was treated at the naval hospital at camp pendleton. i received his medical records today from the va and in them is a record of a "blood or blood component transfusion where he received 250cc of red blood cells.

your opinion is repreciated.
