Berta Posted October 2, 2010 Share Posted October 2, 2010 Project SHAD (112) involved some Biohazard tests in Puerto Rico and Viequez around 1969 per http://www.defense.gov/Releases/Release.aspx?ReleaseID=3504 and Agent Orange was tested in Loquillo ,Puerto Rico in April and October 1966 per DOD Report on Herbicides used outside of Vietnam, available at the VA web site. Even if a veteran was involved in a place where testing was done, they still must prove direct exposure to AO. We have some SHAD (112) vets at hadit. There is no specific disability that the VA finds as directly due to SHAD or 112 participation. Do you have your SMRs? Is it possible you had documented symptoms of diabetes in service? A local vet I helped was able -after 12 years to get SC granted for diabetes due to service. It wasnt easy and it involved not only a lot of work on my part but he also obtained a strong IMO. The IMO doctor used the evidence we found in his service medical records but there was no diabetes diagnosis there at all.Still his symptoms were clearly documented and he had no other possible nexus for his diabetes diagnosed years after his service. I also proved that my husband, with no diabetes diagnosis whatsoever from VA,suffered from it and it contributed to his death.The VA awarded under 1151 (negligence) due to their failure to diagnose and treat but I re -opened and proved it was from Agent Orange. I also had obtained 3 medical opinions to support my claim. The respiratory disability-were you ever exposed (full body exposure) to mustard gas or to any other documented chemical in service that a doctor could possibly link to your service. Chemical exposure claims if not herbicide claims have to be carefully documented as to the exact chemical and how your MOS exposed you to it and then you need a link from that to your current disablity- whch almost always requires a strong independent medical opinion.
