VBA does not compensate merely for "flashbacks". Your friend probably has a diagnosis and service connection for PTSD with a stressor of scud attacks and has been rated at 50 % due to their mental health medical evidence. In a away he is right, but he needs to understand is that he is getting the50% for PTSD due to is fear of caused by the threat of death from the scuds during the gulf war; not from the scud it self.
