TBI info BVA decision
This BVA decision holds the most recent and detailed explanation of the new TBI criteria:

The veteran claimed nine issues.
“The Veteran served on active duty from October 2005 to November 2008. His discharge is characterized as General (Under Honorable Conditions) due to misconduct (drug abuse).”
He was awarded and on appeal for a non compensable SC rating for allegic rhinitis and TBI.
His TDIU had been established already in prior aVA decision.
“An initial rating of 40 percent for residuals of TBI is granted, subject to the criteria applicable to the payment of monetary benefits.”
In addition to the TBI award, the claim was remanded for the other issues.
