DMC will offset comp/pension* before it goes to TOP. One 'trick' if you have a debt, and nothing to offset, is to pay a minimal amount every month- DMC's software is extremely outdated, and only needs to see a payment to keep the debt from advancing to TOP. It does produce a list, but it's too vast to work.

I have heard of them manually sending people to TOP paying de minimus payments on massive debts (like home loan defaults), but you'd be about as unlucky as a person in a plane crash- who wasn't in a plane ...

Thanks again. I went to Means Test and they gave me the number for billing, is KS I think. He said my % and eff date are already in system, so that'd make it easier (LoL. we all know nothing is easy at the VA!)
