Are VA doctors required to fill out DBQs if requested?

Question

Got a veteran who's VA doctor is basically refusing to fill out a Disability Benefits Questionnaire(DBQ) requested by the veteran.

The veteran was denied secondary conditions for OAB, ED and BPH, even though he was diagnosed with radiculopathy and sciatica of both the upper and lower spine.

Even though it's well known that nerve problems in and around the spine can cause these secondary conditions, veteran's doctor doesn't see it that way.

Does his VA doctor have an obligation to fill out the DBQ, and if not, what's the veteran's alternative?

No the VA doctor is NOT required to fill one out. If he wants one filled out he is more likely to get one from an outside doctor that specializes in the particular field. This will however cost out of pocket to most vets. I'd call around to local doctors if this is a valid option for the vet. Good luck
