Do any of you know if ebennys or Myhealthvet have a copy  from a C&P Exam?

VBA (Veterans Benefit Administration) should be able to get a copy of it too  Right?

Can Veterans call his R.O. and Request a Copy? or go and Request to look at his C-File And request they make a copy?

or is it only placed in the Veterans C-File?

If the C & P was completed at your VMC, a copy of the related C & P DBQ is in your Med Recs. To make it easier to find on MHV Blue Button, just check Treatment Notes, nothing else. I think MHV only goes back 2010 or 11, as I recall.

If you don't see it, get a CD of your VMC Med Rec directly from the VMC Record Dept. If the Window Rep doesn't see 6 Vets waiting behind you, he/she will burn the Disc while you wait, otherwise, they'll mail it to you. The great thing about the CD, it's searchable.     Then, of course, there is your VSO-POA who can pull it up from your C-File on his office computer. In a matter of minutes, an Email copy of just about anything you want is on the way.
