Sent an IRIS inquiry on the 7 OCT still no response, reply email says I should expect a response within 5 business days. Whats the deal?

Yes 2013. I also had a child turn 18 in AUG2013 and become a full time student in AUG2013, I filed a claim for this on 20NOV2013, it still says CLAIM RECEIVED. I did happen to see a Twitter feed about the new rules based outcomes(or something to that effect) for this type of claim and filed a new claim on 10APR2014 and it closed the same day and started receiving the new monthly payment in May.

Filed claim 1FEB2013. Received outcome 9OCT2013. First monthly payment 1NOV2013. Am I supposed to get retroactive pay from the claim date to OCT.?
