VA new tactic to change effective date?

Recently logged into check status of legacy claim that has been in DRO review status over 500 plus days. To find a new claim filed in January 2019 Strange I submitted a Dr report then not new claim it was in support of existing claim The new claim is almost complete says July 21 2019. IDK Does anyone have experience in this field or why what happened. May God bless you and your family
