Anyone have 2 C&P exams for the same issue

I tok A C&P exam in 2018 , but it sat on VA desk for a year then I took one on J 19 2019, then VA sent me to another VA Dr. on 21 of July Is that right?? My first exam could be 54% on respritory but could be 55% on second exam..
