As I said in the title, I don't know where to start... so I guess the beginning.
I joined the USMC in the very early 1970's. I was in boot 9 days after I turned 17. I was a real stupid kid.
Besides being stationed at Lejeune for several months in the mid 70's. I had the unfortunate situation that I am what they call a "universal blood donor" Type O- Blood. So I was ordered to give blood every two weeks during my entire tour and several times I gave live blood transfusions in field hospitals. I only say this because after all this I ended up with Hepatitis.
Back in the 70's they didn't know about Hep C or any of the other Hep letters, all they knew about back then was, was Infectious Hepatitis. I was diagnosed in service with "Infectious Hepatitis" and treated by a Navy Dr. I was also treated again in a civilian hospital in my home town after I was discharged, I was hospitalized for 3 weeks, I almost died.
Just after I was hospitalized the VA awarded me a 9% disability. Ya I know there is no such thing as a 9% disability.... But I have the paperwork from the VA stating/proving the 9% disability award.
OK fast forward to 1996, I find out that the "infectious Hep" was actually "Hep C" and that I am still infected and it is eating my Liver up at a rapid rate. So I file a claim with the VA.
This is where things get strange.
I also had the misfortune to live exactly 1/2 way between two VA regional centers. To make a long story short the two VA regional centers started playing What I called "keep away" with me. I filed at one center, they told me to file at the other center. When I did that VA 2nd regional center told me to go back and file with the first one. This kind of back and forth thing went on between the 2 VA centers for every single thing for a couple of years. It was a total nightmare. After a few years the letters from the VA stopped coming and I threw up my hands and gave up in disgust. I never wanted to deal with the VA again.
But here in August of 2018 I find that I need a Liver Transplant, the Hep C has finally destroyed my liver. So I file another claim with the VA using a VSO.
All seems to go as usual with the VA, the VA website does not display the docs I submitted and tells me I have not submitted any docs. The VA then tells me 5 different times I need to submit a DD-214 within a time frame or the VA would close my case. After the fifth demand for my DD-214 (I mailed it once, uploaded it twice and finally hand delivered it to the VA regional center) I called to complain and found out the VA had my DD-214 all along. I know this is minor stuff but my god it is annoying.
Now comes my question: Yesterday when I checked the VA website it showed there was a new open "Administrative Review" of my case that is dated March 1998. When I called to find out what was going on I was told there was No information on the Admin review except for the notice that one was ongoing.
Can anyone give me any idea of what is going on with this Admin Review?
