Individual unemployablity vs 100% P & T DISABILTY

I am rated at 90% service connected disabilty, BUT...being paid 100%, disability due to my individual unemployablity rating which I've had for going on 5 years now. Also as far as I can tell, have been scheduled no future appoinments to review my conditions or classification as unemployable. I now have 2 kids in college and with me being on a fixed income and unable to work would REALLY benefit from a P & T rating so then my children's undergraduate tuition would be paid for in full here in TEXAS. I had my $28,000 in studen loans from MY EDUCATION costs 100% forgiven due to being permanently disabled, but for my spouse and children to benefit apparently I need a P & T stamp in my file? How do I get this?
