The M21-1 is, however, being slowly revised to reflect the numerous court decision and changes in the CFR 38 over the past few years. This revision is called the M21-1MR. The 21 stands for the compensation division of each RO and MR stands for Manual rewrite. The VA also has the M20 and M23 for administrative, the M22 for education benefits, M24 for Finance, M26 for loan Garantees, M27, M28 for VocRehab, and M29 for insurance.
