Can I Get Higher Level/r

Curently rated at A&A "l". I have brain damage,amnesia,broken ribs,implant in face. Filed I thought for the homebound in 2005 10 yrs. after seizure becoming homebound, saw about homebound somewhere. When it was awarded 2006 filed for A&A they said I was geting higher A&A. But they waited til the 1 year is pased so I can't appeal. Am I right I qualify under Sec.352(a) or I wouldn't be geting l SMC? At a C.&P. 12/12/08 they wouldn't let my wife in interview, 2nd. time this has hapenned. DAV couldn't tell me if they could do this. It hapened when I filed for the homebound in 2005. I tell them My wife could answer you, they say doesn't matter, tell, me she can't come in. I Can qualify under 352(:lol:. if the higher can be done without 1114(o), or (p) but can on a function basis, that's why I figure they don't want my wife talking to them. How can I proced?????
