As I understand it, the ECFR is not codified law until an amendment is passed for a particular scheduled rating:
"What is the e-CFR, and what is the legal status of this publication?
The Electronic Code of Federal Regulations (e-CFR) is a current, daily updated version of the Code of Federal Regulations (CFR). It is not an official legal edition of the CFR. The e-CFR is an unofficial editorial compilation of CFR material and Federal Register amendments."
The E-CFR has information about CFR 38-4.111 (Skin & Scars) changing its rating criteria. But according to the Federal Register , the amendment took affect on October 23rd 2008.
So, my question is, does this sound like it is codified law now, even though it is not in the CFR, but E-CFR only?
