Non Service Connected Surgery!

I am sc for my degerative ankle disease and achillis tenitis of the left foot,ddd, siactica on left lower extermity... sO My question is i have a bone spur on my right heel which is not sc can i get the surgery i need and how? i am 50% sc i also have smr that say i had a right ankle sprian dont know if that helps...lol how can i get this sc ? and can i get my surgery for free at the va? i was thinking sc bc i put most of my wieght on the right side abnormal gait when i can walk..lol thank you all on here for your replies and your time...
