Yes, yes, it could.

Ya know, G-d hears prayers, and sometimes G-d "answers" them.......not necessarily just the way WE would want them answered.....but the way that G-D would answer them.

And then we gotta take what is given us by G-d and work to change it to exactly suit ourselves. Yup, take what He/She hands us and then work with it.

But, there isn't anything any better than just coming out with the whole enchilada and asking for it,

"Dear G-d, please let all the deserving veterans that have given willing of their time and their health, and have signed that blank check written out to the great people of the USofA, to be paid with and up to our very lives, give them, in return, only what they were promised, that's all, just what they were promised, and give it to them now, so that they can live as well as the people to whom they wrote that blank check. So might it be. AMEN!"
