Absolutely, "the VA can grant TDIU with the veteran applying for it,"but I think you may have meant w/o the veteran applying for it?" Yes, they can but usually don't.

You need only to have "inferred" TDIU due to PTSD. You need not have filed a proper form or application. If you clearly raised the issue of TDIU in your prior submissins to the RO or BVA, then the VA must adjudicate that issue or they will have made an obvious, reversable error. ~Wings
