Can I file for back pay from 1992?

you can only file for backpay to 1992 if you have had ongoing appeals the entire time or if their was CUE when you filed back in 92.

If you are now just filing a claim from when you served back in the early 90's then you would be paid from now going forward.

You could also go back to '92 if you filed a claim back then that was never ruled on, since that claim remains open.

Sometimes they forget to do the claim. It can happen and it happens more frequently than one might expect. Remember many VA employees are lazy and obviously not rocket scientists or they'd be at NASA. ;-) jmo
