Reason For Decision ------------------------------------------------------------------------------------ recieved April 20-06. VET,who was in New Orleans Hospital for Mental problems,from 07/09/56 to 02/20/57.VAMC,New Orleans,says that attempt to find records at the VMAC New Orleans,was negative and showed no match.Review of Veterans claims file show a record of discharge summary from hospital.No other records were found.

Review of the letter of 06/09/56 indicated that the letter from the Chief of Registrar Division sent a letter indicating that under Public Law 230,82th Congress it was determined that his nervous condition "is service connected-for the purpose of hospital care or outpatient treatment" and that he is to retain the letter and present it when applying in the future for hospital care or outpatient. This letter was generated by the hospital,and not the Regional Office.There is no evidence of a Rating Decision which granted service-connection. Review of claims file indicated that he was given a diagnosis of schizophrenic reaction,chronic,indifferentital type,active,competent in the VAMC.N.O.

He was not able to get SC for this condition,even thou he went to get treatment,within 1 year of getting out of service. They denied him,saying that it was not service connected,instead was caused from being caused fron being kicked by a nule in his youth. Can not find record of treatment in Clinic.

This Vet served his time-but ending up unable to cope with life-mental problems. They can not find his records from when he first got treatment. He came out of service ,filed claim 6-22-56,an denied service connection. He did not appeal. He was put on pension.

Is there something that can be filed at this late date? This Vetern NEVER was able to be gainfully employed his entire life.
