Question

What does "claim being cerified for Board of Veterans Appeals" actually mean. Can new evidence be submitted by the veteran while the claim is being "certified?"

Jim,

It means they are actually dotting all the i's and crossing all the t's and preparing

all of your paperwork (C-file) to pack up and physically send it to the BVA now.

You should get a letter soon telling you the file has been transferred, etc...

Yes, you can continue to submit additional evidence

BUT - I would wait until I get the official notification that the file has been transferred.

Then any additional evidence you submit - you will submit it directly to the BVA.

It is of utmost importance that any additional evidence you do submit, be accompanied

with a signed WAIVER OF REGIONAL OFFICE CONSIDERATION.

IF NOT - you will add tons of time onto your appeal because the BVA will have to remand

the additional evidence back to the RO for their consideration of it.

Thank you for the advice! I can certainly see the importance of the timing of sending in additional information and the RO waiver.

I have attached a pdf of the waiver form. Don't know where to put it other than here. Please move it to where ever it should be.
