Ratings Officer?

Question

When you file a claim, from what I understand, the rating officer is the one who will request a C&P or not.

Do you always have the same rating officer for each claim that you file or different ones?

Just wondering,

Different ones I am sure and every once in a while the VA does not require a C&P if the facts are very plain. But usually they do and that makes sense. The thing that does not make sense if the time it takes to get there from start of claim to decision. SSA can have a claim for disability done in 3 months from start to finish.
