This is very extensive.I found what I needed for my IHD claim.

One 100% SC that doesn't need A & A plus another Independnt SC that does require A & A equals SMC at the M level.

I think this reg will come into play with some Nehmer vets under the new AO regs if they have 100% now for another SC not AO related and fall into 100% rating due to the 3 new presumptives and one of the SCs requires A & A.

I might be interpreting this part of M21-1 incorrectly-

they are talking about hospital adjustments that would provide a "M" rating.Under # 38-

However it seems to be what the VBM says on page 352 of the 2009 edition-

100 SC and A & A plus anther 100% SC equals the SMC M award.

SMC regs are very convoluted and involve numerous combos -as the VBM shows-

anyone with some input here- as to the "M' award would be great.Then again even if this is based on hospitalization codes- I think it is the same comp they mean post hospitalization.

Does anyone with the VBM have the same interpretation I do as to SMC "M"?

(this SMC stuff can really get confusing and I think this is a good way VA can snooker vets out of proper SMC comp)
