I am curious whether the spine rating prior to 2003 was based solely on ROM as it is now. Is there an online archive where I can view this section as it was written prior to the makeover it underwent in 2003?

Most law libraries have paid access to a service called heinonline which allows online access to old and new regulations. If you know the regulation number you can call your state's law library and have them mail you a copy of the regulation. Payment of a fee may be requested for this service.
