I sent this to an advocate and realized it should be here to:

This is the form for substitution of a surviving spouse as the claimant for accrued benefits purposes.
It is supposed to speed up the accrued benefit claim-
which regards any pending claim the veteran had when they died.
This form must be filed (or be included as claim of accrued on the 534 or by separate letter to VA within one year after the veteran's death.
Except for accrued under Nehmer-then there is no time deadline.
The spouse must continue to support the accrued claim with evidence.They will get a VCAA letter and the VA will tell them what they still need to send.
