Vet With Child

My son just got his letter and was granted 60%. My question is this. They are paying him as Vet ONLY. He has a daughter. She lives with her mother and not him. Does she have to live with him to be paid as Vet with child?

These regulations are within 38 CFR 3.450.

The child usually must be living with the veteran for the veteran to receive additional compensation for dependents.

However if the veteran is divorced and "provides at least half of the child's support" the child is considered a "resident" in the veteran's house and therefore the veteran could receive additional compensation.

Did they mention the child at all in their decision and state why they did not pay additional benefits?
