Fast Track

I was told that I should put in a claim ASAP with the VA's Fast Track. What is Fast Track? I mean the word "Fast" and VA just do not seem to go together . OK, I got my little jab in. I can not find out where the rating might began with this disease, could some one point me in the right direction?
