I recall when this article came out:

http://community.seattletimes.nwsource.com/archive/?date=19990820&slug=2978323

It created interest in Panama veterans and some used it to try to support their claims.

Such as:

http://www4.va.gov/vetapp10/files2/1015063.txt

It didn't work.

This as well as the Hatfield Report are definitive statements regarding AO outside of Vietnam.

http://www.publichealth.va.gov/docs/agentorange/dod_herbicides_outside_vietnam.pdf

This pdf contains a statement on Thailand and Fort Gordon.

Due to considerable research Thailand veterans now have a C & P directive available here under a search (due to research due to our hadit member Kurt Priessman)who proved his MOS put him on the base perimeter which was sprayed and since then he helped many Thailand vets prove their exposure to AO and the first CONUS Fort Gorgon award for AO was won by James Scripps.

I know both of these vets and they were relentless in their research.

If this vet is willing to do the research perhaps they can somehow prove they were exposed to AO in Panama.

Do they have a condition on the AO presumptive list?

If they can somehow prove spraying occurred in Panama,( the above article wont help them one bit) can they also prove with clear and convincing evidence that their MOS put them exactly where it was sprayed?

sorry -here is the article the BVA referred to

http://amarillo.com/stories/1999/08/25/tex_LD0605.001.shtml

When the DOD confirms AO was used somewhere then veterans have a chance to then prove exposure regardless of where.

The link states:

"Other areas where veterans allege AO to have been sprayed include:

1. Guam from 1955 through 1960s (spraying).

2. Johnston Atoll (1972-1978) was used for unused AO storage.

3. Panama Canal Zone from 1960s to early 1970s (spraying).

4. Elgin AFB (Agents Orange and Blue) on Firing Range and Viet Cong Village.

5. Wright-Patterson AFB (OH) and Kelly AFB (TX)."

That is not a DOD confirmation.
