While doing research in my old 2003 VBM today I read something I hadn't noticed before. If a veteran has applied for or received Vocational Rehabilitation Counseling

or Training, there may be supportive evidence or records in that particular file.

In most cases the Voc Rehab file does NOT become a part of the veterans C-file.

38 CFR 16.3.3.2

Carlie- that is a GREAT point-

It doesn't automatically get into the c file at all-

And often these records can support a claim.

If a veteran is struggling in Voc Rehab ,the VA could possibly drop them at some point- I believe they have

a grade criteria the vet must maintain.

And some vets need special accomodations from the colleges due to their disability.

They should have VA Voc Rehab counselors who document the problems they might have in school and could get this stuff from the Voc Rehab specialist that has their school files.

These are all factors that VA must consider if a Voc Rehab vet re-opens for a higher disability rating.
