That seems kind of broad and could cover every C&P Exam. Are't they always looking for a 'Formal Medical Opinion' in every exam?

I think maybe I have just heard others say that the examiner not having your SMR or C-File is a basis for an inadequate exam. Maybe that was just personal opinion.

There are cases where the C-file is not necessarily required. If someone is SC already, the VA may request a later C&P exam to determine the current status of a disability. This may be in cases where an increase was requested or in situations where a person's disability rating is temporary or expected to improve. There may be no need for the examiner to go back and review old records. However, I had an exam for an increase where the C-File was irrelevant but it was sent anyway.
