The AMC decision is probably CUE. Look real close. My claim for earlier effective date went from the BVA to the AMC. The AMC decision was CUE, I appealed the AMC decision back to the BVA --and the BVA agreed with me. The BVA sent the claim forward to the RO for a decision on the non-final claim.
