Can Bva Go Against Their Own Prior Decision?

Question

I found a previous BVA decision the mirrors my gall bladder symptoms yet mine was rated 10 by the RO and BvA granted the other vets at 30. I submitted this BVA decision with my BVA appeal. How could they go against their on decision if they deny mine?

Pr. I have been going through cavc for past 4 hours and have found zilch. Apparently gall bladder claims with increases don't get that high because BVA fixes RO's screw ups. Back to looking. Just wanted to vent.
