ORDER

The May 2008 RO rating decision, which revised the effective date of award for a permanent and total disability rating from January 5, 1998 to September 10, 2007 on the basis that an October 2007 rating decision was the CUE, is reversed; an effective date of January 5, 1998 for the award of a permanent and total disability rating is restored.
