From what I read it seems that your conditions for any of the presumptive conditions under GWI must have manifested by 1 year from your ETS. Even if you fit that critera, does that mean you have to fill within a year of your ETS? I have several of the conditions that started within the year timeframe, but just learned about them being presumptive...

You don't have to file the claim within a year of ETS. You just have to have the symptoms and hopefully some medical documentation within that first year to help you out.

I have had symptoms since 1991. Went to the VA for treatment in 1992 for some of the symptoms. I didn't file my claim until 2004. After years of appeals they finally gave me service connection in January of 2013 and retro to 2004. So file your claim and never give up.

This older link and the BVA decision it contains might help you.

VA does not compensate Gulf War 'Illness' or GW 'Syndrome', per se

These claims need to be worded carefully ,as to the medical evidence, to fit into the qualifying disabilities that VA associates with the Gulf War period.

VA has also extended the time frame for filing these claims to December 2016. I think that BVA decision came prior to this extension,.

There is plenty of good info here on GW claims in our Gulf War forum and the BVA cases also are invaluable as to what it takes to succeed.

I have learned more at the BVA web site ,from BVA denials then from BVA -awarded claims.
