Either the DAV rep. misspoke or you misunderstood what he said.

It is possible that a 100% disabled person could work, although not likely.

Both TDIU (Total Disability Individual Unemployable, I think) and 100% Total and Permanent are paid at the 100% rate, but TDIU is usually a lower disability rate with unemployablilty (TDIU) included.

Either the rep or you did not distinguish between TDIU and unemployablilty. It happens

For what it is worth for housebound purpose TDIU and 100% scheduler are considered "Total" disability. Bradely v Peake brought this out to vets.
