What Does "totally And Permanently Disabled" Mean?

So can you be "permanently and totally disabled" (for Chapter 35) at 100% and still be able to work?  While I expect my 90% to be bumped up to 100% once the deferred ailments are approved I feel I can still work.  I mean maybe not physical work like when I was younger, but certainly, most of my mind is in tact.  I still have to put one kid through school, and I would like to go back to school.
