Question

My VA decision letter states, "cervical spine strain with torticollis (formerly cervical spine stenosis at C4-C5, C5-C6, C6-C7) (Secondary)". Does this mean I am no longer service-connected for cervical spine stenosis at C4-C5, C5-C6, C6-C7 or am I reading this wrong? The reason I ask is because I still have the stenosis (can't remove bone without surgeries) and my current doctor showed concern that it could be worsening. Would this be considered a CUE?
