Question

If you are 0% service connected for Hypertension, can you file a secondary condition off the 0% service connection?

Or does the service connection have to at least met the 10% barrier to file a secondary claim?

As long as you are granted a 0% SC, you can always file a secondary condition. Whether it is granted, is a whole differently story.

Sure you can.

What is the condition you feel or the doc feels is secondary

to your SC'd Hypertension ?

I am planning to address several health issues with my VA doctor and will point out my 0% service connection for hypertension. I'm going ask if any of the problems medically are residuals to high blood pressure. If so I will file a secondary issue off the 0% service connection. Appointment is 8/12/14.
